Dear Neighbor, Since the old Edgewater Branch Library closed in 2011, the Bookmobile has served our community by providing a friendly place to pick up and return library books. The Bookmobile will be removed over the next few days. I want to thank the wonderful Bookmobile staff, Frances and Rita, for serving our community over the past two years. The grand opening for the new Edgewater Branch Library will take place Saturday, June 22 at 10:00am at 6000 N. Broadway. Between now and then, you can pick up or return your books at any Chicago Public Library, the closest are Bezazian at 1226 W. Ainslie and Rogers Park at 6907 N. Clark.
Thank you to the hundreds of neighbors who voted in our recent reader poll. We are pleased to announce the first One Book, One Edgewater selection will be Seedfolks by Paul Fleishman. Check out this week’s Education section to learn more.
The final Sunday Safety Meeting will take place Sunday, May 19 at the Edgewater Development Corporation (1106 W. Bryn Mawr) at 3:30pm for neighbors who live on Winthrop between Hollywood and Foster. Please join me for a dialogue on how to improve community building and safety on your block.

Spring 2013 SENIOR LIFE ENRICHMENT GUIDE NOW AVAILABLE The spring issue of the Chicago Department of Family and Support Service’s Senior Life Enrichment Guide is now available at our office, at the department’s regional and satellite senior centers, libraries and many other locations. Inside the guide, seniors will find information about health and wellness, educational, recreational and many other types of events. The contents of the guide are also posted online at www.cityofchicago.org/fss. Further information about DFSS services and programs is available by calling the Aging and Disability Resource Center (ADRC) at (312) 744-4016.
Apply for No-Cost Health Insurance with CountyCare If you are uninsured or underinsured, you may be eligible to receive no-cost health insurance through a new Illinois Medicaid program called CountyCare. Public Safety Update
Thorndale Positive Loitering Thorndale positive loitering begins at 7:30 p.m. Tuesday, May 14, at the northeast corner of Thorndale and Broadway (Little Corner Restaurant). Route: Thorndale to Kenmore to Granville to Winthrop to Hollywood to Kenmore to Thorndale to Broadway.
Block-by-Block Community Meetings Since February, I have met with residents along Kenmore and Winthrop block-by-block to discuss ways to improve public safety and how we can further engage committed community members in this part of the 48th Ward. The final Sunday Safety Meeting will take place Sunday, May 19 at the Edgewater Development Corporation (1106 W. Bryn Mawr) at 3:30pm for neighbors who live on Winthrop between Hollywood and Foster. Please join me for a dialogue on how to improve community building and safety on your block.
Safety Alert On Wednesday, I sent out a safety alert including information from Chicago Police on a sexual assault in the 6300 block of N. Clark Street. Click here to view that newsletter. Please be aware of this situation and call 911 to report any suspicious persons or activity on your street and in your neighborhood. If you have any information about this incident, please call Area North Detective Bureau at 312-744-8200 and reference RD# HW257343.

Education Update

One Book, One Edgewater Thank you to the hundreds of neighbors who voted in our recent reader poll. We are pleased to announce the first One Book, One Edgewater selection will be Seedfolks by Paul Fleishman. We encourage you to pick a copy and start reading today! Multiple copies can be found locally at the Bezazian Branch Library, 1226 W. Ainslie St., or Women and Children First Bookstore, 5233 N. Clark St. Stay tuned for upcoming events. The Music Man at Swift Elementary School Join the talented students of Swift Elementary School for their performance of The Music Man. They will host a performance for parents and community members on Thursday, May 16 and Friday, May 17 at 6:00pm in the school auditorium. The play is a little over an hour. Admission is free, but donations are always welcome.
Donation Requests for Senn Arts Coffeehouse Fundraiser Senn Arts is seeking donations of coffee, edibles and raffle prizes for their first Senn Arts Coffeehouse Fundraiser. If you are interested in donating please contact hbedi@cps.edu. The event will take place Thursday, May 23, 7-9pm at Senn High School (5900 N. Glenwood Ave.)
Save the Date – Senn Arts Coffeehouse Senn Arts welcomes you to an intimate night of creative work with students of Theatre, Music, Visual Arts and Dance. This is an opportunity to see student driven creativity in each discipline, meet and mingle with the Senn Arts family, and of course, enjoy coffee and treats from our local neighborhood establishments. This fundraiser will directly support the development of their unique new program, and the hard work of young Chicago artists. Suggested donation at the door of $5 for adults, $2 for students.
Join 48th Ward’s Sentieri in Italy this Winter Join Sentieri Italiani, Chicago and the 48th Ward’s own Italian Language school, on a wine and food tour of Italy’s Piedmont region from November 30 to December 12, 2013. Their itinerary includes tastings, Slow Food dining (La Bella Rosin, Osteria dei Catari, Hostaria il Galletto, La Torre), and site visits, including Krumiri Rossi (Piemontese cookies), Distilleria Mazzetti (grappa), Castello di Uviglie (wine cellar), Eataly (features regional artisinal foods), La Tenuta Margherita (rice producers). The Sentieri group will be accompanied by native and fluent Italian speakers. Edgewater Branch Library Update

Countdown to the Edgewater Branch Library Opening…….6 weeks!!! The Edgewater Branch Library’s grand opening will be held Saturday, June 22 from 10am – 12pm. Please join us for this special celebration featuring live entertainment, youth readings and a first look at the brand new library. To celebrate the new library, Edgewater Reads will launch on June 1. Additionally, my office and Chicago Public Libraries will host a community meeting to discuss programs and plans for the new library on Thursday, May 23 at the Broadway Armory (5917 N. Broadway, 2nd floor ballroom). I hope you can join us.

Economic Development Update
Ridge Firehouse The City has released the RFP for the Ridge Firehouse located at 5720 N. Ridge. Proposals are due August 1, 2013. An Open House will be held in May for interested parties. After meeting with community residents and groups, it has become clear that a low-impact business or non-profit use focusing on arts, recreation or culinary activities and open to the public would be welcomed here. Bryn Mawr/Broadway SBIF Open for Applications Business and property owners located in the Bryn Mawr/Broadway TIF district are eligible to apply for available SBIF (Small Business Improvement Funds). Program participants can receive reimbursing grants to cover 25%, 50%, or 75% of the cost of remodeling work, with a maximum grant amount of $ 150,000. CAFM selects Care For Real As Beneficiary For Their May 20 Showcase The Chicago Acting in Film Meetup (CAFM) is partnering with Care For Real for the group’s first-ever Actors Showcase. Their May 20 event, featuring award-winning and locally produced short films starring CAFM members, will be held at Howells & Hood from 7:00-10:00pm. Tickets are $5 and the screening is open to the public. Canned good donations benefiting Care for Real will be collected at the door. You can order tickets online and also check out the full lineup of films and actors.

Safety Tip

Walk Your Block

One great way to keep bad guys off the streets is to fill it with good guys. The more you and your neighbors walk the streets, the more deterred gang bangers and drug dealers are from being there. Please walk your neighborhood as much as you can and encourage your fellow block residents and dog walkers/owners to do the same.
While you are out there, please let my office know of any safety concerns that you notice. This may include graffiti, lights blocked by tree branches, or chronic loitering spots. All of this information is very useful to us in helping to improve the quality of life for our neighborhood.

Local School Councils (LSCs) play a role in decisions-making at the local school level. Each council has parent, teacher, and community representatives in addition to the principal. Clean & Green Tip

Thank you to all the volunteers who worked to beautify Edgewater last month…Let’s keep the momentum going!
If you are a gardener, think about planting your street corner – by preparing the ground, adding and mixing mulch. From May 15th to May 31st, start planting flowers that will bloom early and late summer. Annuals are colorful and less expensive, but perennials will come back year after year. Your corner will become a place of beauty.
Everyone can help keep the community clean:
- Always pick up glass litter when you see it. Broken glass can hurt children, pets, as well as damage bike and car tires.
- Clean your yard whenever there is litter. You set a good example and encourage your neighbors.
- Help elderly neighbors clean their yard. They may not have the energy or ability to keep it up & will appreciate your kindness.
- If you see someone going out of their way to clean up around the community, thank them!
- Thank a business when you notice that they are cleaning around the outside of their business.
- Send a note to a “Special Service Area” (#22 for Andersonville and #26 for Edgewater) letting them know that you appreciate their ongoing cleaning efforts and beautification efforts.
- If you see excessive litter in alleys, contact the 48th Ward office at 773-784-5277

Dear Neighbor,
It is with great excitement I announce the Edgewater Branch Library’s grand opening will be held Saturday, June 22 from 10am – 12pm. Please join us for this special celebration featuring live entertainment, youth readings and a first look at the brand new library. To celebrate the new library, Edgewater Reads will launch on June 1. Stay tuned for more details. Last week, 24th district police officers arrested a high ranking gang member in the Thorndale area. This arrest is a positive step towards improving safety in this area, especially as we enter warm weather months. This Sunday, May 5, our Sunday block-by-block meeting series continues with a meeting at Edgewater Presbyterian Church (1020 W. Bryn Mawr) at 3:30pm for neighbors who live on Kenmore between Hollywood and Balmoral. Please join me for a dialogue on how to improve community building and safety on your block.
As part of Edgewater Reads, we are choosing a book for our entire community to read together. We are keeping the survey open for one more week. Click here to vote on your book choice. We have received over 60 votes so far!
Finally, I want to wish a happy Teacher Appreciation Week to the over 300 teachers who work in the 48th Ward. Your daily commitment to our youth strengthens our schools and our community. I want you to know that you are appreciated by the residents of this ward.

Chicago Park District Jr. Lifeguard Program The Chicago Park District has announced open registration for the 2013 Junior Lifeguard Program, an exciting opportunity for youth. This program offers full-day training for ages 8-15 including fundamentals of first aid and water safety, beach and water games and team building exercises. Click here for more information.

48th Ward Resident Turns 104 A big “Happy Birthday” to Florence “Flo” Brady who celebrated her 104th birthday this week! She celebrated at the new Admiral on the Lake building surrounded by her dear friends. Alderman Harry Osterman presented her with a resolution, signed by Mayor Emanual, of congratulations on her birthday.
Loyola Student Move-Out Each year, more than 4,500 students move out of residence halls at the University’s Lake Shore and Water Tower Campuses. Nearly 3,000 other students who rent private apartments also prepare for their summer trip home. Students typically move out after their last final exam. Final exams begin Monday, April 29 and end Tuesday, May 7. In preparation for the move-out, the University takes some important steps to make sure this activity has the least amount of impact to our neighbors. Care For Real Appoints Lyle Allen Executive Director Lyle Allen, Care for Real’s Director of Development, has been appointed to Executive Director. Lyle has a successful background in the not-for profit industry, previously working as the Executive Director of the Green City Market and the Managing Director of the League of Chicago Theaters. Lyle stated, “I am honored to be part of an organization that impacts the lives of so many Chicagoans who are turning to Care for Real in a time of need.” We welcome Lyle to this new position.

Block-by-Block Community Meetings Over the past month, I have started meeting with residents along Kenmore and Winthrop to discuss ways to improve public safety and how we can further engage committed community members in this part of the 48th Ward. These meetings are held on Sunday afternoons and take a targeted “block-by-block” approach to improving and building community. I hope you can join us at one of the meetings listed below.

Teacher Appreciation Week is May 6th-10th A huge thank you to our amazing 48th Ward teachers for their hard work and dedication. Our community is stronger because of you. Edgewater Reads!

We are a community of readers in the 48th Ward and we are excited for the grand opening of the Edgewater Library this June. In preparation, we will be hosting a series of literacy-focused events throughout the community. Please join us on May 23rd at the Broadway Armory at 7pm to learn more from Alderman Osterman and the Library Commissioner and to launch Edgewater Reads!

Free Range Mom Event at Families Together On Monday, May 6th at 7pm please join Families Together Cooperative Nursery School and educational consultant Christine Whitley as they host Free Range Kids author, speaker, blogger, and columnist Lenore Skenazy. She is a very engaging speaker who will help attendees understand the emergence of “helicopter parenting.” There is a $10 suggested donation that will be collected at the door. The Sentieri group will be accompanied by native and fluent Italian speakers. Senn Bulldogs Baseball Takes #1 Conference Spot The Senn baseball team defeated Rickover 18-9 last Friday in the Edgewater Crosstown Classic. Senn went on to defeat Amundsen on Saturday to take the number 1 spot in conference. Senn continues playing, so we will keep you updated!
Senn High School to host the Citywide Elementary School Choral Fest Senn welcomes students from Peterson, Franklin Fine Arts, Lincoln Elementary, Eerie Charter, Lowell, Smyser, South Loop, Twain, and Stowe for the citywide elementary school choral fest this Spring.

Donation Requests for Senn Arts Coffeehouse Fundraiser Senn Arts is seeking donations of coffee, edibles and raffle prizes for their first Senn Arts Coffeehouse Fundraiser. Development Update
Ridge Firehouse The Firehouse at 5720 N. Ridge has been vacant for a number of years and is currently owned by the City of Chicago. It has been my priority to see that it be redeveloped and utilized in a positive way. The Chicago Park District and the City of Chicago have looked at redeveloping it; due to its location outside of a TIF district and lack of capital dollars, the City is unable to redevelop and maintain this building. Therefore, I have worked closely with the Department of Housing and Economic Development to draft a Request for Proposals inviting bidders to purchase and redevelop the building. After meeting with community residents and groups, it has become clear that a low-impact business or non-profit use focusing on arts, recreation or culinary activities and open to the public would be welcomed here.
The City will release the RFP early next week and proposals will be due late July 2013. An Open House will be held in May for interested parties. I will work with both the City and neighboring residents to ensure that the chosen purchaser brings a positive and fitting use to the community.

”Eyes” on the Street

One great way to keep bad guys off the streets is to fill it with good guys. The more you and your neighbors walk the streets, the more it deters those partaking in criminal activity from being there. Please walk your neighborhood as much as you can and encourage your fellow block residents and dog walkers/owners to do the same. This is especially important as the weather gets warmer.
While you are out there, please let the 48th ward office know of any safety concerns that you notice. This may include graffiti, lights blocked by tree branches, or chronic loitering spots. All of this information is very useful to us in helping to improve the quality of life for our neighborhood. Help our office be the “eyes” on the street. I want to thank everyone who volunteered at the 48th Ward Clean and Green last Saturday. Almost 300 volunteers chipped in to help beautify our community. It was a special day and made possible with your help.
This Sunday, April 28, our Sunday block-by-block meeting series continues with a meeting at Swift Elementary School (5900 N. Winthrop) at 12:00pm for neighbors who live on Winthrop between Hollywood and Thorndale. Please join me for a dialogue on how to improve community building and safety on your block.
We are launching two exciting new programs in the 48th Ward this spring and summer: Edgewater Reads and Safe Summer Nights. Stay tuned for more details on these programs. 48th Ward Property Tax Assistance by Cook County Commissioner Bridget Gainer All 48th Ward Homeowners now have the opportunity to appeal their property tax assessment. To assist homeowners with filing appeals and to answer any questions, staff from Commissioner Bridget Gainer’s office will have satellite office hours in our 48th Ward Office Monday, April 29 2013, 11:00 AM to 5:00 PM. Please bring your most recent property tax bill (the “yellow form”) and any additional documents, such as a recent appraisal, that may be helpful for your appeal. Misericordia Candy Days This Saturday & Sunday Misericordia’s annual Candy Days is this weekend. Look for hundreds of volunteers on street corners, near train and bus stations and outside of businesses collecting donations to help continue their mission. Metropolis Sponsors Best Buddies Friendship Walk The Best Buddies Friendship walk is a program in which participants walk for inclusion, friendship, leadership, and opportunity for people with and without intellectual and developmental disabilities(IDD). Saturday, April 14, Metropolis Coffee provided hot cocoa and coffee for over 300 children and their families who attended the walk. Thanks to everyone who participated and helped make this a great event.

Save the Date – City Sticker Sales Alderman Harry Osterman and City Clerk Susana Mendoza will partner again this year for a dedicated 48th Ward city sticker sales day on Wednesday, May 29, 2013. Stay tuned for more details to come.
Prescription Take-Back Day This Saturday, April 27, 2013, from 10am to 2pm, all Chicago Police Department stations will be drop-off sites for unused prescription medications. The National Prescription Drug Take-Back Day provides a safe, convenient, and environmentally responsible means of disposal. Two drop-off sites are available in our ward: The 20th District Police Station at 5400 N. Lincoln (phone number 312-742-8770) and the 24th District Office, located at 6464 N. Clark (phone number 312-744-6321). Please take advantage of this opportunity to safely dispose of unused medication. Only solid medicines may be turned in. Public Safety Update
Thorndale Positive Loitering Thorndale positive loitering is scheduled to begin at 7:30 p.m. Tuesday, Apr. 30, at the northeast corner of Thorndale and Broadway (Little Corner Restaurant). Route: Thorndale to Kenmore to Granvile to Winthrop to Hollywood to Kenmore to Thorndale to Broadway.
Community Gang Education and Awareness Course This six-week course is designed to inform you about gang issues in the 19th and 20th police districts. Issues addressed will include gang factions, colors, geography, graffiti, recruitment and court involvement. The course will be held at Devry University (3300 N Campbell) on Thursday Evenings from April 25-June 6, from 6:30-7:45pm. Applicants must be at least 21 years old to be admitted, and a driver’s license or state ID is required. An application is required to attend. Click here for more information. Block-by-Block Community Meetings Over the past month, I have started meeting with residents along Kenmore and Winthrop to discuss ways to improve public safety and how we can further engage committed community members in this part of the 48th Ward. These meetings are held on Sunday afternoons and take a targeted “block-by-block” approach to improving and building community. I hope you can join us at one of the meetings listed below.

Edgewater Reads!

New Application Process for CPS Preschool Chicago Public Schools has released a new application and registration process for prospective preschool parents. Applications will be accepted through May 3rd. Preschool for All and Tuition-Based Program Requirements are outlined on the Ready to Learn! Click herefor more information.

Edgewater Library Update Significant progress is being made on the new Edgewater Library! This new 18,665 SF, two-story full service branch library will replace the existing Edgewater Branch Library at the same location. This project is designed to achieve LEED Silver level certification under LEED 2009 and include a 50% green roof.
Interior building finishes are progressing rapidly toward completion. The front entry frames and doors are taking longer than expected to be fabricated and delivered to the job site. The “eyebrow” metal is being fabricated and finished and will be installed by April 30. The site work and landscaping could not be started in March because of the weather. Furniture bids were received in March and will be chosen at the April PBC Board meeting.
We anticipate a late June opening – stay tuned for the exact date. Please join the 48th Ward and Chicago Public Libraries for a community meeting to discuss programs and plans for the new Edgewater Library on Thursday, May 23 at the Broadway Armory, 5917 N. Broadway, in the second floor ballroom.

Summer Safety for Dog Owners

With the summer almost here, dog owners will be eager to get out and enjoy the weather with their pets. Please follow these tips below to keep you, your pet and others safe.
Register your dog with the city – It is important to make sure your dog is registered with the Clerk’s Office in Chicago. It is also the law. Click here for more information so that you and your pet can enjoy our city’s dog parks and beaches.
Keep your dog on a leash – When not it a dog park, make sure you keep your pet leashed. You may know that your dog wouldn’t leave your side, but others may be weary when passing, and it is best to avoid that potential confrontation.
Make sure your dog is spayed or neutered – Also the law in Chicago, this will help to control the dog population in the city, and help to reduce the number of stray and homeless animals in our neighborhoods.

Environmental Tip

Composting

When composting here are the things you need to consider: small particle size, correct carbon-nitrogen ratio, thermophilic bacteria, bins an exact size, turning and aerating, etc.

Has that given you a headache yet? Ok, then here are four easy steps:

1) Mix a little green stuff, including grass clippings and vegetable scraps even weeds, with brown stuff (shredded autumn leaves, decaying manure and so on) or add a little nitrogent fertilizer.

Things that are compostable: Fallen leaves, chopped woody prunings, sawdust from untreated wood, black & white newspaper, fruit & vegetable trimmings, lawn clippings, coffee grounds & filters, egg shells, citrus rinds, tea bags, barnyard manure
Things that are not compostable: meat, bones or fish, dairy products or grease, grains, beans or breads, dog, cat or bird feces, sawdust from plywood or treated wood, diseased plants (in cold piles)

2) Keep the pile moist, but not wet (good bacteria need moisture)

3) Turn the pile occasionally to mix and fluff it up (air is also needed for good bacterial action)

4) Remember the first step: chop big stuff into smaller particles if you want them to break down more quickly, and eventually, you will find your pile composted and ready to spread.

You can also go to the Cook County (University of Illinois) extension service for additional information on composting and other garden activities.

Dear Neighbor, Join me at a few great events this weekend. Tomorrow is the annual 48th Ward Clean and Green from 9am – 1pm at locations throughout the ward. All volunteers will receive a free Edge Card courtesy of the Edgewater Chamber of Commerce. On Sunday, I am helping kick-off the Vintage Garage Chicago season with a Vintage Style Ride starting at 5051 N. Broadway at 11am. Click here to read more about these events.
I made an exciting announcement last night at the Andersonville Honors Gala. The owners of DMK Restaurants have signed a lease for 5721 N. Clark, the old Kingfisher space. They have not finalized their concept yet. I have been working closely with the owners and will share more information in the newsletter once we have it. I want to welcome this exciting new business to the 48th Ward. I also want to welcome the new 63 Bar and Grill in the old Hamilton’s space at 6341 N. Broadway. Their grand opening is tonight.
I am also excited to announce that Thomas Waldera has been appointed as the new 24th District Commander. Acting Commander Waldera and I have worked closely in the past to deter gang and drug activity through his role as the Commanding Officer in the Area North Gang Enforcement Unit since 2005. Read more in this week’s Public Safety section.
We are still accepting book recommendations for a local version of One Book, One Chicago here in Edgewater with the theme “Living in a Diverse Community.” A poll to choose our community book will be in next week’s newsletter. In preparation for Edgewater Reads, which will launch in May, my office is accepting event submissions. Click on the sign up form in this week’s Education section to participate.
Thank you to all the residents who helped clear water after yesterday’s storm and reported flooded areas to our office. We have reported the areas and catch basins to the Department of Water, please feel free to follow up with my office.

Neighborhood Music Talent Showcase & Jam On Saturday April 20th from 6:30 – 8:30pm Lickity Split will host a neighborhood music talent showcase and jam. Community Glue Workshop Event Community Glue Workshop, an Edgewater-based community initiative that offers free repair clinics, has been selected as a finalist in the Delta Institute’s BOOST Funding Night. On May 7th, come out to The Den Theatre in Wicker Park and to hear CGW and other local green economy innovators pitch their projects and vote for your favorites to win funding! Epworth Church Worship Service to Help after Fire Epworth Church experienced a recent fire and is hosting a worship service of praise and thanksgiving to benefit Epworth UMC’s community, pastor and family after fire destroyed the parsonage. The service will begin with prayers outside the parsonage at 5249 N. Kenmore Ave., Chicago and then move in to the sanctuary. A special gift will be presented to Rev. Amos Oladipo and his family. 48th Ward Clean & Green – April 20

This month, help spruce up the ward during our annual Clean & Green Day on Saturday April 20 from 9am-1pm. Volunteers will paint, sweep, rake, and clean at various sites throughout the ward. An after party for volunteers will be held at 1pm at the 48th Ward’s Streets and Sanitation Yard, 5853 N. Broadway. This is always an enjoyable and gratifying event! Public Safety Update

Welcome to new 24th District Commander I am excited to announce Thomas Waldera has been appointed as the new 24th District Commander. A 26 year veteran of CPD, Waldera has been a Lieutenant and the Commanding Officer in the Area North Gang Enforcement Unit since 2005. Previously Waldera served as a Lieutenant in the 19th District, as a Sergeant in the 11th and 12th District and as an officer in the 13th District. He has received 89 awards as member of CPD including a Joint Operations Award, a Unit Meritorious Performance Award, a Department Commendation and 59 Honorable Mentions. Commander Waldera has worked closely with my office in the past on gang issues. I look forward to working with Commander Waldera and want to thank previous Commander James Roussell for his service in the 24th district.
Positive Loitering Next week Thorndale positive loitering is scheduled to begin at 7 p.m. Monday, April 22 at the southeast corner of Thorndale and Broadway (Little Corner Restaurant). The route will go from Thorndale to various ward streets and end on Broadway.
Block-by-Block Community Meetings Over the past month, I have started meeting with residents along Kenmore and Winthrop to discuss ways to improve public safety and how we can further engage committed community members in this part of the 48th Ward. These meetings are held on Sunday afternoons and take a targeted “block-by-block” approach to improving and building community. I hope you can join us at one of the meetings listed below.

Report Card Pick Up at Chicago Public Schools

This week marked the official end of the third quarter for Chicago Public School students with report card pick up on April 17th and 18th. On Wednesday evening, my staff congratulated students at Swift and Goudy Elementary on their hard work and promoted summer opportunities to ensure a safe and fun-filled summer. On right, Goudy students write down their hopes for the summer.

Inspired Youth Tutors Needed Inspired Youth is looking for adult tutors for their after school tutoring program at the Bezazian Branch Library on Wednesdays and Thursdays. Inspired Youth and its predecessor organization have served the academic needs of 1st through 12th grade students in Chicago’s Uptown, Edgewater, and Rogers Park neighborhoods for 23 years. Weekly tutoring with its emphasis on improving reading and writing skills is the heart of what we do and has earned us recognition from numerous organizations including the Chicago Bar Association. Public Transportation Safety

Public Transportation is a great option for Chicago residents. However, some target individuals riding the L or buses in Chicago. Follow these tips when when riding the L or using buses throughout the city:
- Sit close to the driver or operator when using public transportation.
- When traveling alone, use aisle seats only. This way, you are not trapped in your seat.
- Stick to more popular, widely-used transit routes. Your commute may be longer, but it is better to stay in well-populated areas while traveling.
- Be mindful of your surroundings. No matter what time of day it is, or how crowded the bus or train is you are on, make sure you are aware of what is going on around you. Those reading books or newspapers, or listening to music are easier targets.
- Know your commute before you start it. Try to keep from looking at maps or signs. You are distracted when doing so, and “”bad guys”" will take advantage of that.

Environmental Tip

Five Tips for Feeding Birds on a Budget

Plant Natural Feeders — Birds use feeders to supplement the natural foods they find in the landscape. By planting shrubs, trees and other plants, you’ll feed birds with seeds, berries, nuts, sap and nectar as well as shelter and nesting places. Once planted, they’ll provide free bird food for years to come.
Attract Birds with Water — Even if you can’t provide food, a simple bird bath with clean water will attract plenty of birds to your yard. Replace the water every three days to keep the bath clean and to avoid mosquito problems.
Free Food — Make your own suet by recycling bacon grease. Next time you fry up a batch of bacon, pour the grease into a plastic container and freeze it. You can then put it out in a suet cage or mesh onion bags as a high calorie treat for birds such as woodpeckers, jays and chickadees.
Buy in Bulk — If you love watching the constant activity of birds visiting your feeders, consider buying seed in bulk. Avoid seed blends which often have “filler” seeds that most birds toss aside. Be sure to offer black-oil sunflower seed, which all feeder birds relish.
Grow Your Own Feeders — Plant sunflowers instead of buying expensive sunflower seed. The flowers look beautiful and also provide nectar for bees and other beneficial insects. In the fall, cut the flower heads and hang them in the yard as home-grown bird feeders.

Dear Neighbor,

Next Saturday, April 20 is the annual 48th Ward Clean and Green from 9am – 1pm. All of the project locations are listed below in today’s Clean and Green section. Volunteers will paint, sweep, rake, and clean at various sites throughout the ward. An after party for volunteers will be held at 1pm at the 48th Ward’s Streets and Sanitation Yard, 5853 N. Broadway and all volunteers will receive a free Edge Card courtesy of the Edgewater Chamber of Commerce.

The 13th annual 48th Ward Senior Fair was held on Tuesday at the Broadway Armory and it was the best one yet! 1,000 seniors joined over 50 government agencies, businesses and non-profits for a time of food, entertainment, health screenings and resources. Thank you to the many volunteers, providers and businesses who made this year’s Senior Fair a huge success.

In anticipation of the new Edgewater Library opening this summer, we are launching Edgewater Reads, a long-term initiative that recognizes and encourages reading by everyone in our community. We’d like to select a book for a local version of One Book, One Chicago here in Edgewater with the theme “Living in a Diverse Community.” Email book recommendations to Karen@48thward.org. We will include a poll in next week’s newsletter to choose our community book.

Continuing my “block-by-block” outreach along Kenmore and Winthrop to address safety concerns and plan community summer events in this part of our neighborhood, I will meet with residents that live on Kenmore Ave. from Hollywood to Thorndale this Sunday, April 14 at the Church of Atonement (5749 N. Kenmore). We will meet at 2:30 p.m. for a infrastructure walk on this block, addressing needed improvements. We will then meet at the church at 3:30 p.m. to discuss the walk and work on ways we can have a stronger positive presence on Kenmore and Winthrop Av. this summer.

City Council Update

Paul Douglas Alliance Launch TIF Accountability Measure
On Wednesday the Paul Douglas Alliance, of which I am a member, introduced a TIF accountability ordinance. Tax-Increment Financing is a mechanism to create jobs, jump-start economic development and improve Chicago’s economy. In recent years, there has been greater scrutiny about the TIF expenditures for public and private projects. There have been questions about the return on public’s investment and while TIF balances and expenditures have become more transparent, there is no online database which lists project performance data. In order to weigh the costs and benefits of each private development, information related to what was promised by the private entity versus what was delivered must be made available to the public. The Paul Douglas Alliance is introducing the TIF Accountability Ordinance — the ordinance will create an online and searchable database which lists project locations, amount of TIF subsidy relative to development budget, jobs promised versus jobs created, property tax revenues promised versus revenues generated, and other performance data. Once passed, Chicagoans will be able to assess each project and have the information to hold private entities accountable. Click here for more information.

Summer Programs and Park District Registration
Registration for Chicago Park District summer programming opens Tuesday, April 16 at 9am. A variety of great summer programs take place at the Broadway Armory, Margate Park and Berger Park. Street Sweeping Information
To ensure curb-to-curb street cleaning, temporary parking restrictions are posted the day before work is scheduled to begin on any street. Some arterial streets have permanently posted signs that specify a once-per-week period when parking is prohibited for street sweeping. Click here for a list of street sweeping sections and their corresponding dates. You can also upload a map on that website to help determine your section and street sweeping times. Call for Artists for the Edgewater Fall Art Fair
This Fall, Edgewater Artists in Motion will host the Edgewater Fall Art Fair on Saturday, September 28th and Sunday the 29th from 11am-6pm. The event will include 60 local artists, area restaurants, a children’s corner, and street stage with local performing artists. The fair is seeking artists to showcase their work. Swim Class Registration Now Open
Chicago Blue Dolphins is offering children’s swim lessons at Swift Elementary School at 5900 N. Winthrop Ave. (near Thorndale and Broadway). Get your child started the week of April 27th with their next round of swim classes. Their small class sizes (3-to-1 student-to-coach ratio) ensures that your child will benefit from instructor attention while experiencing the fun of a group class.

Economic Development Update

Upcoming SBIF Meeting
I am pleased to announce, along with the Chicago Department of Housing and Economic Development, the availability of Small Business Improvement Fund (SBIF) Grants for the Bryn Mawr/Broadway TIF District. SBIF funding can be used on commercial spaces to help pay for build out and facade costs. Many small businesses in our community have benefited from this program. We encourage you to attend an upcoming meeting to learn more about the SBIF grant program. The meeting will be held on Wednesday, April 17 at 10 am at Pasteur Restaurant (5525 N Broadway). Public Safety Update

Shooting on 5600 block of N. Ridge
On Friday, April 5th at approximately 3:00 p.m. several shots were fired in the alley of the 5600 block of N. Ridge Blvd. A man, whom police believe was targeted, was hit in the arm and back, and he was taking to a nearby hospital where he is currently recovering. The victim has been cooperating with police, and his information led to the arrest of one of the two suspected shooters. Police are currently still pursuing the arrest of the second individual involved.

Positive Loitering Resumes
The Thorndale Action Task Force will resume its weekly positive loitering at 7 p.m. Monday, Apr. 15, beginning at the northeast corner of Broadway and Thorndale (Little Corner Restaurant). At the request of Alderman Harry Osterman, the weekly walks will traverse Thorndale and Winthrop and Kenmore between Granville and Hollywood. Days of the walk will change weekly and will be scheduled the night of each walk.

Block-by-Block Community Meetings

Career Day at Peirce Elementary
On Thursday, I joined middle school students at Peirce Elementary for their annual Career Day. It was an opportunity for Peirce students to be exposed to many different careers and to think about their future. I want to thank all of the neighborhood residents who volunteered their time to present to the students.

Edgewater Library Update

Edgewater Library Update
The construction fencing along Broadway will be replaced with temporary panel fencing in the upcoming days. The panel fencing will need to be located at the barrier wall currently along Broadway to allow sufficient access for construction activities. The panel fencing will be properly secured; however, additional banners/signage may subject the fencing to excessive wind loads. Due to the proximity of the fencing along Broadway, there is a concern that any additional signage or banners may create an unsafe condition if windy conditions prevail.

The library’s construction is on schedule and we anticipate a late June opening. Please join the 48th Ward and Chicago Public Libraries for a community meeting to discuss programs and plans for the new Edgewater Library on Thursday, May 23 at the Broadway Armory, 5917 N. Broadway, in the second floor ballroom.

Safety Tip

Tax Fraud

When preparing your annual income tax returns (Due April 15th), please be mindful of potential scams, individuals and companies that may try to take advantage of you.

-Only use licensed businesses to prepare taxes.

-Use resources such as the Better Business Bureau to research tax preparation businesses and individuals before soliciting their services.

-Protect private information such as Social Security numbers, dates of birth and account numbers. These are used to gain access to personal information or to create fraudulent accounts.

-Make sure all transactions are documented and copies are kept for personal records.

-After filing tax records, do not disclose to others the amount of a refund received or expected.

-Report all fraud to your local law enforcement agency and allow their detectives to investigate and prevent future criminal activity.

-Only use recognized and secure tax websites when providing personal information online

Weekly Update from Your Alderman: Argyle Night Market, Senior Fair information, education news and more!

Dear Neighbor,

This week, we announced some exciting news related to the Argyle area of the 48th Ward. This Wednesday, a new daytime foot patrolman started working from 9-5 on Argyle Street I believe the patrolman will have a significant impact in improving safety on and around Argyle Street. As we have seen with Bryn Mawr and Thorndale, a foot patrol can improve safety on the street. I appreciate the support of 20th District Commander James Jones in this project, as we have been working on this for many months.

This summer, the City of Chicago, Uptown United and the 48th Ward office will host a weekly Night Market on Argyle Street on Thursdays from 4:00pm – 8:00pm starting June 27, 2013 through September 19, 2013. The Argyle Night Market will include farm stands, food vendors highlighting local Argyle restaurants, live performance arts and retail goods. It will be a weekly destination for Argyle visitors and community residents. The Argyle Night Market will be located on Argyle between Sheridan Rd. and Kenmore. We hope the whole community will visit the Night Market this summer.

This coming Tuesday, my office will be hosting the 13th Annual Senior Health Fair. It will be an exciting and informative day, with many services available from various local vendors. Look for info below in the Ward Update. Please inform your friends and family of this event, as it is very helpful to our area’s senior citizens.

I would like to thank all of the families who came out to celebrate the Easter weekend with us at last Saturday’s Easter Egg Hunt. I also want to congratulate our partners Li’l Buds, Community Christian Church, and all the volunteers who came out to help for a great event.

Ward Update

48th Ward Senior Fair – April 9
The 13th Annual Senior Fair will be hosted at the Broadway Armory (5917 N Broadway) on Tuesday, April 9 from 10AM to 1PM. This event provides access to health care and social service information for seniors, as well as entertainment and refreshments. Over 50 government agencies, businesses and nonprofits will be represented, including: AARP, Admiral on the Lake, AT&T, Catholic Charities, Center on Halsted, Chicago Housing Authority, Chicago Police Department, Legal Assistance Foundation, Mather Edgewater, People’s Gas,Safer Pest Control Project, and St. Francis Hospital, and Weiss Hospital, just to name a few. IDOT “Yellow Dots” for Seniors
This year, the Illinois Department of Transportation will be at our senior fair offering “yellow dots” to seniors who drive and want to have their medical information readily available to first responders in the case of an accident. Drivers will receive a yellow card with their photograph on it for placement in the car’s glove compartment, and a yellow dot to place in their car window. Unfortunately, because of technical complications, the Secretary of State will not be able to issue drivers’ licenses and state ID cards at the Senior Fair. Instead, they will be at the 48th Ward office in June for that purpose. We will let you know when the specific date is scheduled and we apologize for any inconvenience.

Edgewater Senior Center Spring Classes
Free exercise classes for seniors begin at the Broadway Armory Senior Center on April 1 for the Spring April-June session. The classes are open to all seniors. New seniors can obtain a free senior membership card at the front desk. This card is usable at all Chicago Senior Centers. Classes include Yoga, Stretching,Tai Chi, Conditioning, Zumba Fitness, Salsa Dancing, Badminton, Bingo, Computer Classes and more. Stop by the Broadway Armory Senior Center, 5917 North Broadway Avenue (Telephone: 312-742-5323) only steps away from the Thorndale CTA train station. CTA bus #36 stops outside the building. Your doorway to a healthy, hearty and happy life.

Street Sweeping Information
To ensure curb-to-curb street cleaning, temporary parking restrictions are posted the day before work is scheduled to begin on any street. Some arterial streets have permanently posted signs that specify a once-per-week period when parking is prohibited for street sweeping. Click here for a list of street sweeping sections and their corresponding dates. You can also upload a map on that website to help determine your section and street sweeping times. Call for Artists for the Edgewater Fall Art Fair
This Fall, Edgewater Artists in Motion will host the Edgewater Fall Art Fair on Saturday, September 28th and Sunday the 29th from 11am-6pm. The event will include 60 local artists, area restaurants, a children’s corner, and street stage with local performing artists. The fair is seeking artists to showcase their work. 48th Ward MeterSave Program
MeterSave is a program offered by the City of Chicago Department of Water Management (DWM) to non-metered Chicago homeowners to voluntarily install meters to help them save water and save money. Water charges in non-metered homes are tied to factors such as building size, lot-size and the number of plumbing fixtures. However, metered homes are billed according to actual water usage. This means that with minimal effort, participating homeowners could save money on their water bills. Because customers with metered homes pay only for the water they use, they can save money while at the same time helping to protect Lake Michigan and save water. Click here for more information.

“Refuge: Stories of the Selfhelp Home”
In honor of Yom HaShoah, WTTW Channel 11 is broadcasting the award-winning documentary, “Refuge: Stories of the Selfhelp Home,” at 9 p.m., Thursday, April 4. “Refuge,” created by Israeli filmmaker Ethan Bensinger, reaches back more than 70 years to tell the stories of Chicago’s final generation of Holocaust survivors and explore a local community that has given shelter to more than 1,000 victims of Nazi persecution from Central Europe. The film will be rebroadcast on Channel 11 at 3 p.m. on April 5 and 7. Tune in to watch Refuge. Watch the trailer here
48th Ward Clean & Green – April 20

Vedgewater Garden Clean-up
Calling all gardeners! Get ready to do some weeding at Edgewater’s very own Vedgewater Community Garden. Get some fresh air, and meet some friendly faces while helping to prepare the Vedgewater garden plots for the spring and summer Planting seasons! This project will entail weed removal, soil tilling, and trash removal from the garden..

Cochran Park
Grab a bucket and paint brush, and help us beautify Edgewater’s popular Cochran Park! The iron fence surrounding Cochran Park is badly in need of a paint-job. Volunteers at this site will help prep and paint the fence.

Edgewater Gateway Garden
Put on your gardening gloves and help prepare the Edgewater Gateway Garden for the Spring! Located near Hollywood and Ridge, this lush community garden offers an attractive welcome for visitors and those passing through the Edgewater Community.

Swift School
Grab your shovels and help Swift School beautify their front entrance! Located at 5900 Winthrop this project will help transform the entry way of this Edgewater school. Volunteers will help by planting new flowers, weeding and removing litter from the front entry way.

Greening of Ridge Improvement Project/Ridge Fire Station
Help clean up one of our main thoroughfares, Ridge Avenue! This street has lots of foot traffic and is need of some T.L.C. Volunteers at this site will help pick up litter along Ridge.

Berger Park
All hands on deck! Help us renew one of the most popular community parks in Edgewater. This historic park facility is home to dozens of local events year-round. Help us keep this facility as beautiful as it always has been. This project involves picking up litter around the playground and planting new bulbs for the springtime!

Economic Development Update

Upcoming SBIF Meeting
I am pleased to announce, along with the Chicago Department of Housing and Economic Development, the availability of Small Business Improvement Fund (SBIF) Grants for the Bryn Mawr/Broadway TIF District. SBIF funding can be used on commercial spaces to help pay for build out and facade costs. Many small businesses in our community have benefited from this program. We encourage you to attend an upcoming meeting to learn more about the SBIF grant program. The meeting will be held on Wednesday, April 17 at 10 am at Pasteur Restaurant (5525 N Broadway). Public Safety Update

Public Way Ordinance
This week, the Public Safety committee approved an ordinance to add six months of jail time and double the maximum fine to $1,000 for drinking and urinating on the public way and $400 for gambling. The penalties are for violators who fail to pay their initial fines and are not present at their administrative hearings. You can find more information on this ordinance in this Sun-Times article.

Positive Loitering on Thorndale
The Thorndale Action Task Force will resume its weekly positive loitering at 7 p.m. Monday, Apr. 15, beginning at the northeast corner of Broadway and Thorndale (Little Corner Restaurant). The weekly walks will cover Thorndale and Winthrop and Kenmore between Granville and Hollywood. Days of the walk will change weekly and will be scheduled the night of each walk.

24th Police District Update
Effective today, Commander James Rousell of the 24th Police District has been promoted to our Area North Branch to assist them in their efforts to prevent drug and gang activity in our communities. Captain Terrence Williams will represent the 24th District in Roussell’s place. He comes from the Austin neighborhood’s 15th Police District. I wish James all the best in his new and very important position. His service to our community these past years has been monumental, and his hard work and dedication will be missed.

Over the past month, I have started meeting with residents along Kenmore and Winthrop to discuss ways to improve public safety and how we can further engage committed community members in this part of the 48th Ward. These meetings are held on Sunday afternoons and take a targeted “block-by-block” approach to improving and building community. I hope you can join us at one of the meetings listed below.

48th Ward Health and Wellness Fair
Rickover Naval Academy High School will host the First Annual 48th Ward Health & Wellness Fair, to be held Saturday, April 6, 2013 at the Senn Campus gymnasium (5900 N. Glenwood Avenue). The event will be open to the public from 10:00 AM until 2:00 PM, and participants can enter at the doors closest to Ridge and Ardmore Avenues. Services at the fair will include blood pressure screenings, BMI calculation, CPR demonstrations, art therapy, and nutritional education. Click here for more information.

One Summer Chicago – Youth Employment Available
One Summer Chicago (OSC) connects young people to summer jobs, internships and training programs being offered throughout the City. Dear Neighbor,

Yesterday Chicago Public Schools officials announced the list of schools closing throughout the city. This is a significant and challenging transition for our schools, students and families. Stewart and Stockton in Uptown and Trumbull in Andersonville are included on this list. Although no 48th Ward schools will close, my office is committed to working with neighboring schools to help ensure a smooth transition for families. Community meetings will be held at each school scheduled to close. Click here for a full meeting schedule.

On Wednesday the Mayor announced the appointment of a Small Business Advisory Council to oversee the new Neighborhood Small Business Growth Strategy, the City’s first strategy designed for neighborhood small business growth which will make new resources and services available to small businesses via the City’s 73 neighborhood chambers of commerce, strengthen the ties between entrepreneurs and their communities, unveil new approaches to driving customers to commercial corridors, and enlist small business in making their communities safer. Congratulations to two small business leaders from the 48th Ward appointed: Helen Cameron, owner of Uncommon Ground, and Ellen Shepard, executive director of the Andersonville Chamber and Development Corporation. We are proud that they will represent small businesses and our communities on this prestigious committee.

48th Ward Easter Egg Hunt – March 30
Join us Saturday, March 30th at 10:00am at Senn Park (corner of Elmdale and Greenview) for an Easter Egg Hunt co-sponsored by Li’l Buds Theatre, the Edgewater Chamber of Commerce and Community Christian Church Edgewater. 48th Ward Senior Fair – April 9
The 13th Annual Senior Fair will be hosted at the Broadway Armory (5917 N Broadway) on April 9 from 10AM to 1PM. This event provides access to health care and social service information for seniors, as well as entertainment and refreshments. Over 50 government agencies, businesses and nonprofits will be represented, including: AARP, Admiral on the Lake, AT&T, Catholic Charities, Center on Halstead, Chicago Housing Authority, Chicago Police Department, Legal Assistance Foundation, Mather Edgewater People’s Gas,Safer Pest Control Project, and St. Francis Hospital, and Weiss Hospital. Illinois Secretary of State Mobile Unit Comes to the 48th Ward
The Illinois Secretary of State will have the State ID Mobile Unit available at the Senior Fair on Tuesday, April 9, 10am to 1pm at the Broadway Armory, 5917 N. Broadway. However, you do not have to be a senior to take advantage of this event! Services Provided at the Secretary of State Mobile Event include: Renewal/ Correction of driver’s license, New/ Renewal/ Correction of State ID, License Plate Stickers, Motor Voter Registration with Renewal of DL/ ID, Organ Donor Registration with Renewal DL/ ID, Seniors Age 65 and UP (No Charge for State ID), Seniors Age 75 and UP- Need to Visit DMV to renew driver’s license. 48th Ward Clean & Green – April 20
Help spruce up the ward during our annual Clean & Green Day on Saturday April 20 from 9am-1pm. Volunteers will paint, sweep, rake, and clean at various sites throughout the ward. An after party for volunteers will be held at 1pm at the 48th Ward’s Streets and Sanitation Yard, 5853 N. Broadway. This is always an enjoyable and gratifying event!

We will also be collecting electronic waste at the same time at 5853 N. Broadway. Anything that can be plugged in or runs on a battery will be accepted (except for very large items such as refrigerators). Spectacular Evening for Edgewater’s Own Elda de la Rosa and Edgewater Development Corp.
Chicago celebrities and community supporters came together to celebrate the growth of Edgewater’s small businesses by highlighting inspirational designer, Elda de la Rosa’s 2013 Spring Fashion Show at the Peninsula Hotel Chicago on March 19. Heralded as the next Coco Chanel, Elda attributed fulfilling her dream to the super training and confidence she received through participating in EDC’s Small Business Program. CTA Concession Spaces and Berwyn Open House
Our newly renovated CTA stations have had a significant positive impact on our commercial streets as well as commuters’ experience using the CTA. Additionally, these stations are great opportunities for new and existing businesses that want to start or grow. Granville, Berwyn and Argyle have commercial storefronts ripe and ready for new businesses. The deadline to apply for these commercial spaces has been extended to April 15, 2013. The CTA’s real estate broker, Jones Lang LaSalle, is hosting an Open House at the Berwyn storefronts on Monday, March 25 from 12:30pm – 1:30pm. Please attend if you are interested in touring the space and learning more about being a CTA tenant.

New Lighting on Kenmore
On Wednesday CDOT was in the 48th Ward installing new lighting on Kenmore between Thorndale and Granville. These new “piggy back” lights will be installed along areas of Kenmore and Winthrop this Spring. They include two lights, one over the street and one over the sidewalk, creating a better lit and safer street.

Safety Tip
Utility Scams

Be wary of visits or phone calls to your home from persons claiming to work with utility companies in the Chicago land area. Chicago police have received multiple reports of residents being scammed into signing up for fake companies and also individuals claiming to work for a company only to burglarize their home upon entry. Follow these tips below to help make sure you do not fall victim to these scams.

1. Practice “stranger danger” and always ask who is at the door or look through the peephole. If it is a stranger, or someone unexpected, ask to see ID. Those with good intentions will have no problem showing you identification.

2. Do not give anyone your key. Always be home while a stranger is working in your home, i.e. making repairs.

3. If you rent, ask your landlord or building manager to inform you ahead of time of any work or services that need to be done inside your unit. You should not find out about work needing to be done only when the worker is at your door.

4. Do not feel uncomfortable telling someone that they are not welcome in your home. They may be persistent about needed to get in a fix something, but if you did not know they were coming, do not let them in.

5. Contact your Alderman’s office about poorly lit areas that make your neighborhood unsafe and provide “lurking zones” for offenders. “Scammers” take advantage of these areas when looking to commit crimes.

Dear Neighbor,

Yesterday was the last official day of Winter. Although there is still snow on the ground, we continue to hope for better weather in the coming weeks. This week, we focus on Andersonville as they kick off voting for their annual Andersonville Honors. The Andersonville Honors celebrates the unique spirit of Andersonville, its thriving, local business community and dedicated community members. To learn about all the nominees in each category, visit the Andersonville Chamber of Commerce’s blog All Things Andersonville. Voting will be open until 12:00 noon on Monday, April 1st. This is a great way to show support for many neighbors and local businesses that deserve recognition for their outstanding work. You can also show support by stopping by your favorite Andersonville businesses or restaurant.

My staff and I will be hosting a Summer Resource Fair for families to get a jump start on summer plans. Local parks, schools, libraries, theaters, gardeners, storytellers, and non-profit organizations will be on hand to share their unique summer programs for kids. Please join us on Saturday, March 9th from 2pm-4pm in the Broadway Armory upstairs ballroom (5917 N Broadway). Many ward organizations have already signed on, including the Chicago Park District, Lake Shore Schools, The Chicago Blue Dolphins, and Three Cat Productions. Snow Safety
As the snow continues to fall, please help out the community by keeping sidewalks and public right of ways shoveled and cleared. DFSS Winter 2013 Senior Life Enrichment Guide Now Available
The winter issue of the Chicago Department of Family and Support Service’s Senior Life Enrichment Guide is now available at our office, at the department’s regional and satellite senior centers, libraries and many other locations. Inside the guide, seniors will find information about health and wellness, educational, recreational and many other types of events, trips, classes and lectures, along with schedules and registration details. Most of these are free or at a nominal cost. This issue also highlights wellness programs at our senior centers throughout the City, and includes a special section on how to avoid Medicare and medical equipment marketing scams. The contents of the guide are also posted online here. Further information about DFSS services and programs is available by calling the Aging and Disability Resource Center (ADRC) formerly Information, Advocacy and Assessment (I & A) at (312) 744-4016.

Asian Human Services is Recruiting Youth Eligible for Free Community Services
Asian Human Services (AHS) Youth Program, located at 4820 N. Broadway on the third floor, is a job readiness/academic achievement program for low income youth in Chicago. Located right off the Lawrence Redline, AHS has been serving youth ages 16-21 for years and is looking for driven, focused youth to join our program. Eligible students will have access to services such as after school tutoring, college guidance and counseling, finding jobs and internships, service learning hours, ACT exam prep, leadership development opportunities, occupational skill training, and public transportation assistance regularly available at their fingertips between our office hours of 10am-6pm, Monday through Friday. The City of Chicago has arranged free online computer training for many popular Microsoft courses that city residents can access from home. Public Safety Update

Neighborhood Walks and Safety Discussions
Over the next two months, I will be hosting a series of neighborhood safety walks and discussions on the block of Kenmore and Winthrop. These public safety events are designed to help improve public safety in the neighborhood. It is critical that we improve the safety along Kenmore and Winthrop. I want to work with the residents on these blocks to assess the safety improvements needed in these areas. Our next scheduled walk will be Tuesday, March 5 at 6:30 p.m. and will cover the Kenmore block between Granville and Thorndale. We will meet outside 6018 N. Kenmore. If you live in the area, please join us. Otherwise, contact Jared Desecki in my office to find out when your area’s walk is scheduled. We are following these weekly walks with a round-table discussion on the Sunday after each walk. We will be having a safety discussion this Sunday, March 3, at 5040 N Kenmore, focused on Winthrop from Winona to Ainslie at 3:30. A discussion will also follow next week’s walk at 6018 N. Kenmore on Sunday, March 10 at 3:30 p.m. We will use this opportunity to discuss our recent walk of the area, discuss needed public safety improvements as well as begin brainstorming plans for positive activities on the blocks this summer. State Hearing on Conceal and Carry Law
Last Friday, I attended a special hearing of the Illinois House of Representatives Judiciary Committee on Gun Legislation. I testified to the committee the strong need for enacting universal background checks on all firearm sales, banning semi-automatic weapons, and increasing penalties for individuals illegally using firearms. I also raised my strong concern about any potential conceal and carry provisions being allowed on public transportation, near schools, and in densely populated areas. I was featured on WBEZ in a segment explaining the discussion at the hearing. Click here to access that article. Due to a court ruling, the State Legislature is in the process of drafting a conceal and carry law which will include Chicago. I will work closely with my colleagues, State Senator Heather Steans and State Representatives Kelly Cassidy and Greg Harris, to ensure that any conceal and carry law will have the strongest safeguards for our neighborhood and city. The State Legislature took a series of votes this week regarding locations where individuals will be prohibited from carrying a concealed weapon. These votes are part of crafting legislation that will best promote safety for the public. I ask that you provide your input and suggestions as our city and state work to address this important issue. Education Update 48th Ward Education Committee
The 48th Ward Education Committee started a year ago to engage the community in the vision for education in the 48th Ward. That vision continues to evolve and gain momentum. If you are an educator, student, or care about learning in your community, please join us for a rescheduled meeting this Tuesday evening, March 5, to share your ideas and expertise. All are welcome. Senn High School at 6:30pm in room 180. You can enter through the back of the building.

Safety Tip

Being A Good Eyewitness

Residents have asked us to re-post information on how to be a good eye witness. Please see below for tips on how to help the police identify potential suspects.

911 dispatchers rely greatly on your description of an offender when reporting a crime. Do your best to be a good eyewitness and follow these tips when describing someone to 911:

Height: You’ll almost never be able to give an exact height, but there are ways you can help give the dispatcher an approximate height. How much taller/shorter are they than you? Is there a landmark or structure nearby? Stop signs and door frames, for example are usually standard heights, so use these types of structures to note how tall someone is.

Weight: You don’t know how much they weigh, but you know how much you weigh. Do they appear to weigh more or less than you?

Clothing: If you can, try to give more than just the color of clothing to the 911 dispatchers. What brand of clothing is the person wearing? What sort of fabric are the clothes (denim, leather, cotton)? Are there any logos, wording, or pictures on their shirt?

Accessories: Is the person wearing a hat, jewelry or other accessories? If the person is wearing a watch, try to note which hand it is on. It may help police officers know whether the person is right or left handed.

Identifying marks: Does the person have any tattoos or scars? These help greatly, because even if the person changes clothing or appearances, these permanent markings will help police identify them.

Weekly Update from Alderman Harry Osterman: Focus on the Arts, Snow Safety Information, and much more!

Dear Neighbor,

Today, I joined with police Superintendent Garry McCarthy and others in advocating for more common sense gun control laws in our State at a special hearing of the Illinois House of Representatives Judiciary Committee on Gun Legislation. I testified to the committee the strong need for enacting universal background checks on all firearm sales, banning semi-automatic weapons, and increasing penalties for individuals illegally using firearms. I also raised my strong concern about any potential conceal and carry provisions being allowed on public transportation, near schools, and in densely populated areas. Due to a court ruling, the State Legislature is in the process of drafting a conceal and carry law which will include Chicago. I will work closely with my colleagues, State Senator Heather Steans and State Representatives Kelly Cassidy and Greg Harris, to ensure that any conceal and carry law will have the strongest safeguards for our neighborhood and city. I ask that you provide your input and suggestions as our city and state work to address this important issue. February is almost over, and we hope you had time to enjoy the wealth of theatre entertainment options in our community. Theatre Arts are a large part of education in our community, and it’s important to recognize the work offered by all theatre organizations in bringing art into our lives. Our community is even richer when we layer on the efforts of the groups that reach our younger population. This week, we highlight Senn Arts and Loyola University Department of Fine Arts.

Winter weather is in the forecast for today. As the snow falls, please help out the community by keeping sidewalks and public right of ways shoveled and cleared. It is always a good idea to make sure loved ones, children, and our senior neighbors are in a safe place when snowfall becomes heavy.

Focus on the Arts

Edgewater is fortunate to be home to Senn High School and Senn Arts, a Fine and Performing Arts Magnet Program where creative Chicago students pursue artistic and academic excellence. The Program devotes efforts in all artistic disciplines, including dance, music, theatre, and visual art. The Senn Arts Theatre Department is an educational partner with some of Chicago’s finest theatrical institutions such as Steppenwolf Theatre Company, Lookingglass Theatre Company, Raven Theatre, and Two Pence Shakespeare Company. Students travel to see the professional theatre productions from these respective companies, as well as collaborate with the professional directors, actors, designers, and teaching artists from these theatre companies to create and produce theatrical events at Senn Arts. Performances by Senn Arts students are open to the public.

Loyola University’s Department of Fine Arts offers a robust season of Art events to our community from its music, dance, fine art, musical theatre, and theatre classes and organizations. Many of their programs are listed on our 48th Ward Arts Calendar, however you can click here for a more complete selection of programs and locations. The recently renovated Mundelein Center for the Fine and Performing Arts, located at 1020 W. Sheridan Rd. is the home to the Department of Fine and Performing Arts. Inside are many classrooms for music, theatre, and fine arts students, but the building also has many performance spaces: the Newhart Family Theatre, the Underground Laboratory Theatre, the newly renovated Music Hall, Studio 409 and the Mundelein Auditorium. The Mundelein Center is opened to artists from the community.

Ward Update

Ward Resident Devin Velez Advances in American Idol Competition
Last night, ward resident Devin Velez competed on American Idol’s Las Vegas round to rave reviews. Out of the 10 men that sang last night, Devin was one of only five contestants to move on to next week’s round. Many have called Devin’s performance the highlight of the night. We are proud to have Devin representing the ward in such a positive light. Watch next week as he advances to the top 20. For more information, visit his Facebook page.

Andersonville Winter Market
The Andersonville farmers market moves indoors for the winter every third Sunday of the month from November through April. The last two markets will be held on Sunday, March 17 and Sunday, April 21 at the Swedish American Museum (5211 N Clark) from 11am-2pm. The market will include a selection of seasonally available produce, mushrooms, sprouts, farm fresh eggs, free range chickens, hormone/antibiotic free pork, as well as fresh baked breads and pastries. Care For Real’s Pack The Car event will be taking place tomorrow, Saturday February 23rd, from 9-Noon at the Northeast corner of Berwyn and Clark Street. Public Safety Update

Update on Park #517 (Southwest corner of Thorndale & Sheridan)
Recently, I secured funding for the Park District to improve lighting at this park. The lighting upgrade was completed last week. This improvement to Park #517 will help to deter negative activity in and around the park area.

Bryn Mawr Business District
My staff and I met this week with the business owners and property managers along Bryn Mawr. The group continued conversations on ways to improve public safety on the business strip, including holding outdoor events and other opportunities to bring positive traffic to the businesses. We were joined by Commander James Jones from the 20th Police District for this meeting. We will continue to work with this group to deter negative activity and enhance this vital part of our community.

5000 Block of N. Winthrop
Last night, the my staff met with neighbors, property managers and non-profit organizations on and near the 5000 block of N. Winthrop to continue work to improve public safety in and around that area. The CHA properties and Mercy Housing buildings have taken great strides to be good neighbors on the block, including adding and perfecting their private security, enhancing their security cameras and also participating in and hosting outdoor events in the community this summer. We will continue to meet with this group regularly to ensure that public safety improves in this part of our neighborhood.

Apply to be a CPS Arts Liaison
Chicago Public Schools is launching a new initiative aimed at having an Arts Liaison in Every School. Monday (2/25) is the deadline to apply to become a Chicago Public Schools Arts Liaison. Arts Liaisons connect students, schools, and communities to resources and opportunities to grow and expand arts programming for their school in music, dance, drama, and visual arts. Each Liaison will identify, develop, and lead arts programs that will have a positive impact on learning, and each year, work to achieve new rigorous goals that meet the needs of their school community. Safety Tip
Driving in Snow

With snowfall officially upon us, please take caution while using our neighborhood roads. Follow these tips below to help keep you and fellow motorists safe while driving.

- Decrease your speed and leave yourself plenty of room to stop. You should allow at least three times more space than usual between you and the car in front of you.

- Brake gently to avoid skidding. If your wheels start to lock up, ease off the brake.

- Turn on your lights to increase your visibility to other motorists, and keep your lights and windshield clean.

- Be especially careful on bridges, overpasses and infrequently traveled roads, which will freeze first. Even at temperatures above freezing, if the conditions are wet, you might encounter ice in shady areas or on exposed roadways like bridges.

- Don’t assume your vehicle can handle all conditions. Even four-wheel and front-wheel drive vehicles can encounter trouble on winter roads.

- Make sure you know what to do if your tires begin to skid while driving. If your back tires begin to spin out, steer your car in the direction the back wheels are sliding toward. If your front wheels begin to skid, to not brake, and down shift to neutral. Try not to steer in any direction until your vehicle begins to slow. Your tires should re-gain traction, and then you can steer your car in the direction you want to go in order to stop skidding.

This weekend, we celebrate the Lunar New Year and Argyle Street with a parade and many exciting events. There is a host of quality events taking place this weekend in honor of the New Year, which began on February 10. A parade kicks off at 1pm at Hip Sing (1121 W Argyle) and continues from there around Argyle, Sheridan Road, and Broadway. Events sponsored by many of our area cultural centers will be occurring throughout the day. We are honored to share in the celebration with many local area businesses and neighbors. You can find more information about the days’ events below in the Ward Update section. I hope to see you there.

Chicago Theatre Week continues until Sunday, February 17. This weekend is a great opportunity to get out and see one more show. Our own Rivendell Theatre was mentioned on Windy City Live for their production of American Wee Pie as a part of the city-wide celebration. Check out their segment and find more information on popular Theatre Week shows here. This week our focus on 48th Ward arts continues with a highlight of City-Lit and Redtwist Theatres. Read below for more information on these two important ward organizations.

Yesterday marked yet another milestone in the journey towards Marriage Equality, as the Illinois Senate voted to pass the Illinois Religious Freedom and Marriage Fairness Act. I’ve wholeheartedly supported gay marriage for many years as Alderman and as State Representative, and I congratulate my colleague, Senator Heather Steans, on working to get this passed in the Senate. Together we must support Representative Greg Harris and Representative Kelly Cassidy as they work toward passing this important legislation in the House of Representatives, making marriage for our LGBT neighbors a long-awaited reality.

Focus on the Arts

Since 1980, City Lit Theatre has been dedicated to the vitality and accessibility of the literary imagination. Currently, the theatre is housed on the top floor of the historic Edgewater Presbyterian Church at 1020 W. Bryn Mawr, and is readying its production of “Peyton Place.” John Waters called Peyton Place “the first dirty book the baby boom generation ever read; the shocker they never got over.” The show opens on February 22nd and runs through March 31st.

Redtwist Theatre, formerly Actors Workshop Theatre (AWT), embarked upon its first production as an itinerant company in 1994, and became a non-profit 501(c)3 corporation in May 2001. It produced five more plays before moving to its current home at 1044 W. Bryn Mawr in the fall of 2002. During Redtwist’s time at the Bryn Mawr location, its productions have received 30 Jeff nominations and won 6 Non-Equity Jeff Awards. Redtwist will open its next production, “A Body of Water” by Lee Blessing, on March 2nd.

Ward Update

Lunar New Year Parade and Celebration
Join the Argyle business community tomorrow, February 16, for the annual Asian Lunar New Year celebration. The festivities begin with the Chinese New Year Parade tomorrow 1:00pm. The parade will feature Hip Sing dancing dragons, floats, a marching band and martial arts demos by Shaolin monks to celebrating the upcoming year of the snake. It begins at 1121 W. Argyle Street and is free and open to the public. Click here or read below for more information on parade details. The Southeast Asia Center will also be celebrating the new year by hosting a 10-course Chinese banquet style dinner tomorrow at 11:30am at the Furama Restaurant (4936 N Broadway). Reservations are required, and the cost is $25 per person. You may reserve a seat for the event at the South-East Asia Center (5120 N Broadway, 2nd floor) or by calling 773-989-6927. Parade Specifics:
The parade kicks off at Hip Sing Association, 1121 W. Argyle St., at 1:00pm sharp.
The parade will travel eastbound on Argyle St. to Sheridan Rd.
The parade will then travel south on Sheridan Rd. to Ainslie St.
The parade will then travel west on Ainslie St. to Broadway.
The parade will then travel south on Broadway to Gunnison St. where it will circle the parking lot of the Broadway Supermarket Shopping Plaza.
The parade will then travel north on Broadway to Argyle St. where it will disband in front of the Hip Sing Association, 1121 W. Argyle St.

The following will be parking restrictions that will be strictly enforced:

Argyle St. (both sides of the street) Broadway to Sheridan Rd will have “no parking” restrictions from 9:00am – 3:00pm.

Argyle St., Broadway to Sheridan, will have a soft closure beginning at 12:00 noon and a complete closure at 12:30.

Sheridan Rd. (W side of the street only) Argyle St. to Ainslie St., will have “no parking” restrictions from 9:00am – 3:00pm.

Ainslie St. (both sides of the street) Sheridan Rd. to Broadway, will have “no parking” restrictions from 9:00am – 3:00pm.

Broadway (both sides of the street) Argyle St. to Gunnison Ave., will have “no parking” restrictions from 9:00am – 3:00pm.
Red Envelope Coupons
Uptown United and Business Partners – The Chamber for Uptown have teamed with over 25 Argyle-area businesses to distribute to parade-goers red envelopes containing valuable discount coupons good at Argyle area shops, restaurants, and groceries. These coupons are valid through April 15th. Red envelopes are traditionally presented at social and family gatherings such as weddings or on holidays such as the Lunar New Year. The red color of the envelope symbolizes good luck and is meant to ward off evil spirits. I would like to invite our entire 48th Ward community to come out and enjoy one of the most exciting and colorful parades the City of Chicago offers and stop by to enjoy a delicious meal at any of our wonderful restaurants on Argyle, Sheridan, and Broadway.

Andersonville Winter Market
The Andersonville farmers market moves indoors for the winter every third Sunday of the month from November through April. This Sunday, February 17, the market will be open from 11:30am-3:30pm at Ebenezer Lutheran Church (1650 W Foster). The market will include a selection of seasonally available produce, mushrooms, sprouts, farm fresh eggs, free range chickens, hormone/antibiotic free pork, as well as fresh baked breads and pastries. Vintage Garage Chicago – Winter Garage This Weekend
Vintage Garage Chicago will be indoors February 16 and 17 for a special run of the Winter Garage at the corner of Granville and Broadway. The hours are 11-6 both days. Senior Citizen Exemptions – Deadline Extended
Cook County Assessor Joseph Berrios announced today that the deadline has been extended for the Senior Citizen and Senior Freeze Exemptions until Wednesday, February 20th. Seniors who did not receive applications in the mail but believe they are entitled to the exemption may download a form by clicking here. They can also call (312) 443-7550 to request a form by mail.

Energy Impact Illinois
Energy Impact Illinois is a collaborative effort among its partners with the mission of helping residents, businesses and non-profits reduce energy use. The alliance provides simplified access to information, financial mechanisms and workforce resources that empower people to make their own energy impact. There are no income restrictions for the program and all single-family homes, 2-4 unit buildings, and most town homes are eligible. Click here for more information.

CAPS Beat 2022 / TAHBS Meeting Change

Beat 2022 has rescheduled their meeting with local police officer and community residents to Tuesday, February 19 at 7pm at the Broadway Armory Park (5917 N Broadway). Please attend to share local safety concerns and hear from area police officers on how you can work with them to improve public safety in the neighborhood.

Construction Update

CTA Contruction News
CTA Brown and Purple line service will be affected from Friday, March 1, beginning at 10 p.m. and resume in time for the morning rush on Monday, March 11; and again beginning on Friday, April 26, beginning at 10 p.m. and resuming in time for the morning rush period on Monday, May 6. Edgewater Library Construction Update
Primary work activities will be inside the building with ceiling installation & framing, electrical, & HVAC installation. Weather pending, exterior building activities with the “eyebrow” framing can also be expected. Also, next week sitework activities will begin for the new parking lot. This work will be contained within the jobsite.

City Council Update

Ethics Ordinance Revision
This week, the City Council passed a revision to the Ethics Code. I supported an earlier version of what was passed, which included the opportunity for anonymous complaints to be filed against Aldermen at any time. I will continue to work toward promoting transparent and ethical government in the Council, and welcome you to send your feedback on the subject to harry@48thward.org.

Gun Safety Ordinance
This week, I supported an ordinance regarding firearm safety that was introduced into City Council. With the passage of this ordinance, anyone who owns a firearm must report the loss, theft, destruction or sale of their gun. The ordinance will also give increased penalties for those who fail to register the loss, theft, destruction, or sale of their firearm. This failure to report will result in 90-180 days in jail rather than the current fine incurred.

State Gun Control Legislation Introduced
On Monday, I attended a press conference with Mayor Emanuel, Cook County State Attorney Anita Alvarez, and Police Superintendent Garry McCarthy to introduce statewide gun safety legislation that would increase minimum sentencing for the most serious gun crimes and require offenders to serve more of their imposed sentences. While criminals currently may serve less than half of a two year sentence for committing a crime with a gun, this law would require the offender to serve the full sentence they were given. This law, if passed, would help address gun violence across our city in a more effective way. The city is also increasing funding for a youth mentoring program, B.A.M. (Become A Man), and I am committed to securing funding for this program in our local schools.

Resolution Regarding a Moratorium on Charter Schools
This week, I co-sponsored a resolution that was introduced to strongly urge CPS to stop opening charter schools while closing other public schools. Until budgetary issues are addressed, I do not support the creation of additional charter schools while facing such a large gap between enrollment and capacity in the schools CPS already has. This moratorium would allow CPS, parents, and community members time to fully understand and work through the impact of pending school closures. The resolution was signed by 30 Alderman on Wednesday and would affect the 2014-2015 school year.

Welcome to New 7th Ward Alderman
Natashia Holmes has been appointed by the Mayor to fill the vacant seat of 7th Ward Alderman. She brings experience from the Illinois Department of Transportation as well as degrees in law and community planning. I look forward to working with her in the future.

Education Update
Friends of Pierce’s “Oscar’s Pre-Party”
As we’ve announced previously, Friends of Peirce will be hosting a “Oscar’s Pre-Party” at Marty’s Martini Bar (1511 W Balmoral) on Sunday, February 24 from 2-5pm. Potential School Closings
This week, Chicago Public Schools released a revised list of schools being considered for closure. Although 48th Ward public schools are not in danger of school actions, they may be affected by neighborhood school closures. I have met with officials at CPS, CTU, and local administrators as I continue to closely monitor the situation. Tomorrow, the second community forum for the Ravenswood-Ridge Network will be held at Truman College from 11am-1pm.Peirce School Vacancy – LSC Community Representative

Peirce School has an LSC vacancy for a community representative. Interested community candidates can obtain a candidate nomination form in the main office of the school. Candidate forms and interest statements must be turned in to the main office by 3:00 p.m. on Friday, March 15, 2013. The current Peirce LSC will hear candidate interest statements and vote on a new member to fill the vacant seat at the March 21, 2013 Local School Council meeting. New McCutcheon School Debate Team
Congratulations to the six teams that represented the McCutcheon Debate Team at the debate tournament last Saturday at Morgan Park High School in the novice division! While this program is new, it has seen much success already, with competitors taking home 1st place in both the individual and team award categories. The team is still open for new participants, and will compete next in the City Championships on March 9.

Safety Tip

Graffiti in the 48th Ward

When you notice graffiti in and around your neighborhood, be sure to report it to our office. Please follow the steps below when identifying and reporting graffiti.

- What type of graffiti is it? Graffiti is usually either an individual tagging with their name or gang related. Regardless, let the Alderman’s Office know about the tagging immediately, and they will work with local police to identify gang-related markings.

- What type of surface is the graffiti on? The city needs to know if they are able to remove the tagging, or if they must paint over it. When reporting graffiti, let us know if the surface is brick, concrete, wood, etc. and, if painted, what color paint is on the original surface. Also, we’ll need to know if a ladder or “boom truck” is need to remove the graffiti, so please let us know if the graffiti appears to be higher than six feet.

- Is the graffiti near or on a school or church? The city prioritizes tagging done on schools and religious buildings, so please let us know if the tag is on these types of properties.

- Is the graffiti hate-crime related? The city also prioritizes these types of taggings. If you notice, anti-Semitic language, marks against races, sexual preference, etc., please make sure that we are aware of that so that we can properly report it.

- “A picture is worth a thousand words:” If you can, submit a photo along with your description. This will help make sure we have accurate information on the tagging and will allow the police to database the symbols when looking for repeat offenders.

Environmental Tip

Cold Weather Safety

People get sick or die each year from carbon monoxide or “CO” poisoning due to unsafe use of generators. The EPA has issued the following tips for making sure you stay safe when heating your home.

- Generator exhaust is toxic. Always put generators outside and well away from doors, windows, and vents. Never use a generator inside homes, garages, crawlspaces, sheds, or similar areas. Carbon monoxide (CO) is deadly, can build up quickly, and lingers for hours

- Never try to heat your home using a “combustion appliance” like a gas stove, oven, barbeque grill, or dryer. Never operate any gas-burning heater or other appliance in a poorly vented or closed room or where you are sleeping
