Dear Neighbor,

This week, our community faced several serious public safety incidents.  I take these incidents very seriously, and I am working with the Chicago Police Department, the Cook County States’ Attorney, and our neighbors to hold the criminals responsible, and prevent recurrence.  I ask you to join me in these efforts.

On Monday, there was an armed robbery of the Bryn Mawr Jewelry Store at 1125 W. Bryn Mawr.  The three offenders were arrested by local police shortly after the robbery. A neighborhood resident fought off two of the offenders and called on assistance from her neighbors.  Their quick thinking and courageous actions helped lead police to the offenders. All three offenders have been charged with armed robbery and assault.  I will do everything in my power to make sure these individuals are prosecuted and held accountable for their actions.  On Wednesday, there was a gang-related shooting at 4:30 p.m. on Argyle Street.  No one was injured in this shooting, which was related to several recent gang-related shootings in our area.

These incidents of criminal activity are unacceptable to me and every resident of our community. The Chicago Police Department has assigned additional gang and tactical teams to our community to patrol streets and suppress gang activity. The City also plans to hire 500 new police officers over the next year.  As the City Council begins our annual budget process, I am fighting  to ensure that 20th and 24th police districts have the staffing necessary to make our streets safe.

As we work together to make our streets safer, I am asking for your help in reporting ongoing criminal activity, problem areas and buildings. My office is developing a network of block watch representatives that will work with us and the police to identify problem individuals and buildings. We need more residents of Kenmore and Winthrop Avenue to help us strengthen the safety on those streets. This network will work closely with the police; the information we gather can help lead to criminal prosecutions and safer streets. Ward Update

2013 Budget Announcement
In the coming weeks, I will send out updates regarding the proposed 2013 City of Chicago budget.  On Wednesday, you received an introduction to the highlights that this budget has to offer city residents.  I hope to collect as much constituent feedback as possible throughout the budget process, so please contact me at 773-784-5277 or Harry@48thward.org with your thoughts on the proposed expenditures as well as any possible ideas for the city to increase revenue.  As neighbors and friends, your thoughts on this budget are extremely important to me.

Argyle Red Line Station Re-Opens 
The renovation of the Argyle station, which opened this Monday, has transformed the already vibrant and unique Argyle commercial district in our ward, making visiting and traveling to Argyle street an even more exciting experience.  Many riders – both residents and visitors – utilize this station and have long-awaited its improvement.  With Mayor Emanuel’s support, the CTA has given these riders an impressive final product.  Many important repairs were made, including new bike racks, updated street-level lighting for safety, and an expanded station footprint for better layout and circulation.  We are very proud of the development that has occurred at this station. Visit the new stations and enjoy the offerings of Argyle Street businesses!

Open House Chicago Showcases Uptown
Another exciting event happening this week is Open House Chicago, which will showcase many significant sites in Uptown.  The Chicago Architecture Foundation’s Open House Chicago is a free public event that offers behind-the-scenes access to over 150 buildings across Chicago. No reservations are required and everyone is welcome. Explore the hidden gems and architectural treasures of Chicago’s diverse neighborhoods—all for free. This year, enjoy many sites located in Uptown!

Second Annual 48th Ward Town Hall Meetings
Throughout October, please join me for the second annual series of Town Hall meetings. Held at different locations throughout the Ward, these meetings provide a forum for me to share updates from my office and for constituents to share ideas, concerns and questions. There will also be time to discuss the 2013 City budget process, which will be occurring simultaneously and the progress on the 48th Ward Master Plan.  All meetings begin at 7:00pm. Click here for the flyer.

Save the Date – 48th Ward Halloween Fest!
The 2nd annual 48th Ward Halloween Parade and Festival will be held on Saturday, October 27, 2012 from  10:00am – 4:00pm.  The event will be a free fun day filled with activities, listed below.  Click here for the flyer.
- 10:00am – Gather at Peirce School Playground (1400 W Gregory) for fun activities provided by Dream Big Performing Arts and other local artists.
- 11:00am – March in the Halloween Parade from Peirce School to Gethsemane Garden Center on Clark Street.
- 11:30am – 4:00pm – Enjoy activities at Gethsemane’s Halloween Festival including: face painting, pony rides, beanbag toss, a hay bale maze, performances from Julie K.  and Scales & Tails, and much more!

“Love the Earth” is the message the owners of m.henry and m.henrietta (cafes) hope people get from their new mural at the north end of Andersonville, on the corner of Clark and Hollywood.  “We’ve had this large space available to fill up with our own advertising,” says chef/owner Michael
Moorman. “But ultimately, a loving, respect-the-Earth message seemed more appropriate for our neighborhood and times like these.”

Environment and Health Update

Tree Care

Emerald Ash Borer is a serious concern for many Chicago homeowners.  Be sure to take care of trees on your property that may be showing signs of distress.  Here are some winter tree care tips for homeowners from the Edgewater Environmental Sustainability Project.
1) Give your trees a drink. Winter droughts require watering as much as summer droughts. If temperatures permit, an occasional watering during the winter on young trees can be a life saver. Be sure to water only when soil and trees are cool but not frozen.
2) Put composted organic mulch under your tree in the fall or early winter to help retain water and reduce temperature extremes. A thin layer of mulch will act like a blanket and give the tree’s roots a little extra winter protection.
3) Homeowners should prune their trees. Winter is actually one of the best times to prune because it is easier to see the structure of trees without their leaves. Be sure to limit pruning to deadwood and poorly placed branches in order to save as many living branches as possible.
4) Prevent mechanical injuries. Branch breakage or splitting can be caused by ice and snow accumulation, or chewing and rubbing by animals. Prevent problems from occurring on young trees by wrapping the base of trees in a hard, plastic guard or a metal hardware cloth. Wrapping trees with burlap or plastic cloth also can prevent temperature damage. Just remember to remove the wraps and guards in the spring to prevent damage when the tree begins to grow.

The City’s 2013 budget will include funding to inoculate 37,000 trees

Upcoming Training as Volunteer Nursing Home Ombudsmen
The Chicago Area Agency on Aging in the Department of Family and Support Services is providing training to certify individuals as volunteer nursing home ombudsmen.  This will allow those who have completed the training to advocate for the residents of nursing homes in their Ward.  The training consists of 4 sessions which can be completed in an 18 month period.  Training is held at Police/Fire Headquarters at 35th and Michigan and is free.  The next training will be held on Thursday, October 18th from 9 a.m. to 3 p.m.  For more information, please contact Joyce Gallagher at (312) 746-5682 or (312) 497-3920.  This is a great program to help your most vulnerable constituents in the nursing homes.

New Chicago Public Schools CEO
This morning, Mayor Emanuel announced the appointment of Barbara Byrd-Bennett as the new CEO of Chicago Public Schools.  Jean-Claude Brizard has been a great leader for Chicago schools, ushering in a new era for the district that is highlighted by the expansion of school choice for our parents and implementing the largest increase in the school day and year in our history. The new CEO is a dynamic leader with the right background and experience to build upon the reforms brought by Brizard.

48th Ward Local School Fair

Last Saturday morning at the Broadway Armory, over 50 families and schools from our community gathered for the very first local school fair. Public and private schools showcased the diverse programs and exceptional choices for education offered in the 48th Ward. CTA Update

Berwyn Station 
During the six week closure of the Berwyn station, customers will be directed to use either the Bryn Mawr or Argyle stations. As an alternate to rail service, bus service options are available within two-blocks east of the Berwyn station along Sheridan Road (#147 Outer Drive Express and #151 Sheridan) or a half-block west on Broadway (#36 Broadway).

In addition, while the Berwyn station is temporarily closed #92 Foster, #144 Marine/Michigan Express, #146 Inner Drive/Michigan Express and #151 Sheridan (Owl) buses will be rerouted to serve the Bryn Mawr station.

Weekend Ride Backs
According to the 5-week look-ahead schedule published yesterday, there are a weekend CTA “ride backs” that neighbors should be aware of:
- this weekend is a northbound bypass between Wilson and Granville
- next weekend is a southbound bypass of the same stations
- next week, there is a southbound bypass of Granville thru Wilson overnight on Tues 9/16 (10pm-4am).

Every effort will be made to minimize the impact to customers during the rehabilitation project, including scheduling work that will impact Red Line service to overnight or weekends only.

Edgewater Library Construction Update as of 10/11

Completed:
· Cast Stone/Brick veneer – North Elevation

 In Progress:
· Cast Stone/Brick veneer – West Elevation (60% complete), East Elevation (45% complete), South Elevation (20% complete)
· Flashing & Air Barrier for CMU (92% complete)
· Layout & framing for 2nd floor interior partitions (15% complete) and 1st floor interior partitions (5% complete)
· Install downspouts for roof drains (40% compete)
· Layout & framing for eyebrow (12% complete)
· Electrical rough-in 1st floor (15% complete) and HVAC Rough In 1st floor (10% complete)
· Plumbing Rough In 1st floor (10% complete)
· Roofing Prep & installation (5% complete)
· Coordination the North half of the alley closure with the Alderman’s office and the neighborhood. Closure begins Oct 15, 2012 – this portion of the alley is scheduled to
reopen on or before Oct 31, 2012.

Sheridan Road Resurfacing 

The Sheridan Road resurfacing project began Tuesday, October 10.  The project runs from Lawrence Avenue to Foster Avenue. Flatwork including cement work, utility structure improvement, etc. is going on now. Street is scheduled to be resurfaced end of next week, weather permitting

Kenmore Water Main Project
The new watermain installation of North Kenmore Avenue from West Thorndale Avenue to West Granville Avenue is in progress and on schedule. Crew already installed the new watermain at the intersection of West Glenlake Avenue and traffic is open east bound. The crew is on schedule to complete the installation to West Granville Avenue by Wednesday, October 17, 2012. The new watermain will be flushed by approximately 24 hours to rid of sediments and foreign materilas inside the pipe and will pressure test by Thursday, October 18, 2012. Upon passing the pressure test, the new watermain will be chlorinated by Friday, October 19, 2012 and results of laboratory test will be available by Monday, October 22, 2012. After Water Quality approved the new watermain, all services will be transferred to the new watermain by Monday, October 22, 2012.

Clark Street Resurfacing
Clark Street from Edgewater to Ardmore is being resurfaced. There will be “no parking” signs posted and please note the parking restrictions.
The process starts with the removal of the asphalt (milling). Then the crews work on the utility structures, curb repair, etc. Then the street is resurfaced, street markings are painted, and any outstanding punch list items are then addressed.
The process takes approx. 2-3 weeks but could wrap up sooner depending on weather.

Recent Shootings: The Police Need Your Help
With the recent shootings throughout our community, the police are asking for your help in reducing crime and catching these bad guys.  Please keep your eyes and ears on the lookout for criminal activity, and help the police stop another shooting before it happens.

Call 911 – If you see negative activity, or even suspicious activity, make sure that you report it to 911.  Make sure you are not in harm’s way when calling, but these calls are important for two reasons:  Hopefully, the call will spur an arrest that will result in sentencing, and 2) these calls are just as important retroactively.  Though the police are low on man-power, they must dispatch their officers to where the most calls-to-service are made.  A 911 call will add another “notch” in that area, and police will use that information when dispatching officers.

Identify Problem Buildings – In most cases, those committing crimes either live in a building nearby, or have a friend/family member that does.  Going after the buildings where criminals are housed will help get rid of them.  Please report any buildings that perhaps house gang members or drug dealers to Jared Desecki on my staff.  We will work with that building and police to confirm your reports, and make sure that the managers of these properties are doing what they can to evict.

Education Corner
With the start of a new school year, Alderman Harry Osterman is launching a new series highlighting our local schools, education groups, principals, parent groups, teachers and students! The 48th Ward is rich with great local schools – both public and private – and we are excited to share their successes with all of you. 

Local School Councils

The first Local School Council was introduced in 1989 as part of new school reform in Chicago. By law, Local School Councils (LSCs) play a role in decision-making at the local school level. The primary responsibilities of LSCs include approving how school funds and resources are allocated, approving and monitoring the implementation of the annual school improvement plan, and hiring and evaluating the school’s contract principal.

Each council has parent, teacher,and community representatives in addition to the principal. LSCs are an excellent way to learn about the goals and vision of each individual school. They are open to the public.

Education Committee meets next on November 20th and would like community members to attend a local school council meeting and report back.  Please emailKaren Dreyfuss with the meeting you can attend, etc.
